Snow Tubing in Ontario- Who started this sport?

Perhaps one of the best all inclusive activities for a family is snow tubing or snowtubing. Snow tubing has taken off as a favorite winter sport. Many of the resorts and ski hills north of Toronto have added snow tube runs. So one must ask where did it start, who was the inventor of this sport. We all know who invented the snowmobile-Bombardier of course. Who invented the snow tube? Who developed the very first snow tubing run. Which Ontario resort started initiated the process?
